REQUEST FOR QUALIFICATIONS / PROPOSALS
PROFESSIONAL CONSTRUCTION CONSULTING SERVICES
 
The Monterey Peninsula Unified School District is currently expanding its pool of consulting engineers and requesting Letters of Interest and Qualifications / Proposals from interested firms for various consulting services including, but not limited to the following:
  • Geotechnical Investigations / Geologic and Seismic Hazard Studies;
  • Topographical, Utility & Boundary Surveys and Civil Engineering;
  • Hazardous Material Testing;
  • Construction Material Testing and Special Inspections;
  • DSA Approved Project Inspectors
  • Electrical and Mechanical Engineering
and additional Professional Services required to meet California Department of Education (CDE), Division of the State Architect (DSA), the Office of Public School Construction (OPSC) and other applicable regulatory requirements for New Construction and Modernization Projects.
 
A letter of interest and three (3) copies of Statements of Qualifications / Proposals shall be submitted, plus on (1) unbound copy and a copy of DVD/CD or flash drive, to:

Statements of Qualifications/Proposals shall be submitted by 2:00 PM on Friday, January 25, 2019.  Submittals received after this date and time will be accepted by the District and eligible firms may be added to the consultant pools for future opportunities.
 
The District reserves the right to reject any and all Statements of Qualifications or waive any formality in the process.  Any attempt to contact District Staff or Board members may result in disqualification.
 
DVBE guidelines, as established by the Office of Public School Construction, and/or information describing your procedures in providing outreach to assist the District in meeting the participation goals shall be part of this Statement of Qualifications and any ensuing contract.

Notice is hereby given that the Monterey Peninsula Unified School District is requesting Statements of Qualification Proposal (SOQ's) from experienced K-12 architectural and engineering firms to assist the District with final programming, prioritization and full architectural design and construction administration services for various expansion, modernization, and maintenance projects.  
 
Qualifications/Proposal packets and supplemental information is available on the District website:  www.mpusd.net/constructionbids

Respondents shall provide six (6) copies and one (1) electronic copy (on flash drive) of the SOQ Submittal.  Each Submittal must conform to the requirements set forth in the RFQ.
 
DVBE guidelines, as established by the Office of Public School Construction for completing and submitting form SAB515B, SAB515SC, and/or SAB515GFE as appropriate, are to be a part of this Statement of Qualifications.
 
Qualification packages received after this date and time may not be accepted by the District.  The District reserves the right to reject any and all Statements of Qualifications or waive any formality in the process.  Any attempt to contact District Administration or Board members may result in disqualification.  The District reserves the right to hire one or more firms as it deems to be in the best interests of the District.

Pre-qualification Documents

Clarification to Pre-qualification Applicants

In response to the many questions we have received we offer the following:

Anyone falling under the specified license classification for pre-qualification who is not able to submit a pre-qualification application by the advertised deadline is encouraged to continue with the process of submitting their application. Pre-qualification will apply for one year from the date that you receive notice that you have been pre-qualified.

Please be advised of the following as it has been confusing to some contractors wanting to submit.  

Financial Statement

In addition to completing and verifying the attached questionnaire, each applicant must submit and verify its most current reviewed or audited year-end financial statement, which must have been prepared by a certified public accountant within twelve (12) months of each applicant’s submission of the pre-qualification package. Each applicant must also provide and verify its most current financial statement, which must have been prepared within three (3) months of each applicant’s submission of the pre-qualification package. Each statement must be signed under penalty of perjury by an individual who has the legal authority to bind the contractor on whose behalf that person is signing. Finally, each applicant must submit a notarized statement from an admitted surety insurer (approved by the California Department of Insurance and authorized to issue bonds in the State of California) which states the applicant’s current bonding capacity.

Financial statements submitted with this pre-qualification package shall not be prepared by any individual who is in the regular employ of the firm submitting the statement, nor by any individual or entity who has more than a ten percent (10%) financial interest in the firm’s business. If the individual or entity that prepared a financial statement submitted with this pre-qualification package has any financial interest in the firm’s business, the firm shall notify the District of such financial interest in a separate signed statement accompanying this pre-qualification package.
