Expanded Learning Opportunities (ELO) Program for 2025-2026
Monterey Peninsula USD is excited to offer full Expanded Learning Opportunities (ELO) afterschool programs at all TK-8 elementary and middle schools once again.
ELO Registration Opens May 28, 2025
The registration window for the 2025-2026 ELO program opens May 28, 2025, starting with priority for qualifying families. Registration will be sent out in “waves” to families. The first wave will include currently enrolled, priority students.
Priority students include:
- Foster youth
- Students experiencing homelessness
- English language learners
- Socio-economically disadvantaged families (families who qualify under the federal Free and Reduced Meal Program)
Beginning on or around June 11,2025, the second wave of registration emails and links will be sent to currently enrolled families who do not meet the priority criteria listed above.
The final wave of registration emails and links will be sent to all MPUSD enrolled students, grades TK-8 on or around June 18th. Registration will remain open until the end of July 2025.
How to Register
All registration links will be sent to the email associated with the school district—the same email used for school enrollment. Families will receive a unique registration link through ProCare, our new registration system. Families will need to download the ProCare application (app) for information as it becomes available as we get closer to the start of the 2025-2026 school year.
To complete the application, you’ll need your child’s MPUSD Student Identification Number (SID), which can be found in ParentVUE (located in the upper-left corner of the main page).
Each TK-8 school will provide on-site after-school care that aligns with the ELO Quality Standards set by the State of California. Some campuses will offer services through third-party agencies and community partners, all committed to delivering enrichment, academic support, and engaging programming throughout the school year.

In addition to on-site after-school programs, MPUSD has partnered with several community organizations to offer off-site after-school services across the Monterey Peninsula. These trusted partners include:
- Community Partnerships for Youth (CPY)
- The Village Project
- Boys & Girls Club of Monterey
- YMCA of Monterey
- City of Marina – Youth Center
- City of Seaside – Youth Recreation Center
Each of these organizations provides enriching and high-quality after-school programs at off-site locations. Please note that participation in these programs will require a separate application and registration process through the respective providers.
Attendance and Program Placement
Regular attendance is an important part of the Expanded Learning Opportunities (ELO) program. In fact, consistent participation is required under our grant funding guidelines and is part of the expectations outlined in the MPUSD ELO Program Handbook.
For impacted programs, students who had an attendance rate below 85% during the 2024–2025 school year may be placed on a waitlist for the 2025–2026 program until space becomes available.This helps us ensure that program spaces are available for students who are able to participate regularly, so we can provide the best possible experience for all families.
During the 2025-2026 school year, the program's attendance policy will be enforced. Program students participating at less than 85% (ie, four (4) or more absences a month) may be removed from the program if the school site has a waitlist.

We’re excited to share that thanks to increased state funding, MPUSD now qualifies for additional financial support for our Expanded Learning Opportunities program the 2025-2026 school year.
Scholarships Available for Qualifying Families
Families participating in the Expanded Learning Opportunities (ELO) after-school program may qualify for scholarships, eliminating fees for enrolled students. This applies to qualifying families only. To qualify for a program scholarship, families must meet one of four criteria:
- Qualify for free or reduced-price meals
- English Learners
- Are experiencing homelessness
- Are considered foster youth
Fee Structure (For Those Not Covered by Scholarship)
For families not qualifying for the full scholarship, the ELO program will continue with a fee structure similar to the 2024-2025 school year, with simplified, consistent monthly invoicing averaged across the 11-month program year:
- Single student: $320/month
- Family rate: $490/month
- MPUSD employee single student: $240/month
- MPUSD employee family rate: $320/month
